Fifteen: three courts, three chairs
Fifteen people make one hundred and five possible pairs. Three courts produce six partnerships a round, so fifteen rounds offer ninety slots — fifteen short. The missing pairs spread evenly, leaving each player having partnered twelve of the other fourteen.
Three sitting out of fifteen is a fifth of the room at any moment, so the bye rotation is the part worth getting right. Each player sits exactly three times, five rounds apart, which means no back-to-back benching and a predictable rhythm people can plan a water break around.
Opponent coverage is complete: every pair of players faces each other at least once, and no pair more than three times. That is about as even as opponents get once the partner rotation is fixed.
Fifteen games to 11 is close to four hours — a full afternoon. Since no partnership repeats, this sheet shortens gracefully: stop after round eight or round ten and every player still has that many games and that many different partners.
